Job Purpose; To perform quality control inspections for all mechanical (Pressure Equipment, Piping, Structure, Welding, NDT) activities on behalf of the company in all Project sites in accordance with Contract-approved project management procedures; ensuring quality, schedule, and budget standards are met in a controlled, transparent, and auditable manner in collaboration with the EPC Contractor to ensure that the EPC Contractor in delivering high-quality outcomes

Job Description;RESPONSIBILITIES .. Report to the Bonga North (BN) Package Quality Engineer(s) 2. Comply with Company HSSE standards and life-saving rules. 3. Witness and monitor suppliers and contractors work activities, inspection and test in accordance with the approved Quality Plan, ITP, Quality Procedures etc. 4. Promote quality awareness throughout the organization, emphasizing excellence, continuous improvement and corrective action to influence the overall success of company business. 5. Assist in the review of Supplier and Contractor Quality Plans, Inspection & Test Plans (ITPs) and Quality Procedures and all QA/QC documentation prior to commencement of any fabrication or construction work. 6. Verify the implementation of PTW (permit to work), LOTO (lock-out and tag-out) and other safety procedures. 7. Conduct quality surveillance at supplier and contactor locations to promote Project’s quality culture. 8. Input result of inspections and observations into the web-based inspection recording system in timely manner. 9. Ensure suppliers and contractors have relevant, up to date codes, standards, specifications and drawings. 10. Interface with the discipline engineer, construction engineer and inspectors in a professional manner. 11. Support the Company personnel by performing additional tasks as directed and commensurate with his/her skills. 12. Confirm that work has been executed by Supplier and Contractor by attending inspections and testing or reviewing documents.


Job Specification

Job Specification;ESSENTIAL FUNCTIONS (DUTIES) 1. Reinforce COMPANY HSSE requirements to the colleagues, Suppliers and Contractors. 2. Oversee inspection of mechanical equipment, piping, structure and welding activities conducted at shops and construction sites. 3. Review original material or test certificates for compliances to codes and specifications. 4. Ensure testing, measuring, welding or NDE equipment is fully calibrated per specification and has current certification. 5. Ensure storage and handling of welding consumables is per manufacturer’s recommendations / specifications and has a certification. 6. Verify that equipment is preserved per the supplier’s recommendation and the approved preservation procedures. 7. Witness Equipment Receiving Inspection at construction site to identify damage or deficiencies. 8. Verify rogue and counterfeit items during inspection or surveillance and immediately report to Inspection Coordinator or Quality Manager, if any. 9. Witness in-process inspections per ITP and Inspection Requests to ensure work proceeds in accordance with specifications, the approved drawings and procedures. 10. Assist in insulation inspection if required. 11. Verify the correct test pressure is applied during the hydro test against specifications and codes and all safety requirements have been addressed. 12. Monitor the quality performance of the Contractor against the requirements of the QA/QC Plan. 13. Review engineering design documents and drawings prior to work execution and proactively address any problems 14. Verify Human Factor Engineering (HFE) requirement (traffic system) against specification. 15. Actively participate in Company Safety meeting and walk-down program. 16. Progressively review Supplier / Contractor quality record. 17. Review welder qualifications certificate. 18. Ensure complete record and traceability of material and weld joint’s history. 19. Monitor NDE and PWHT process. 20. Assist in Quality audit upon request. 21. Actively participate in Flawless Surveillance Program. 22. Attend Mechanical Completion and Pre-commissioning final walk-down, and sign on behalf of Client. 23. Raise punch and verify punch items as soon as work is complete. 24. Issue of and follow up on Non-conformance Reports. 25. Liaise with Inspection leads and contractors to remediate quality management problems. 26. Discuss quality trend with Quality Engineer or Inspection Coordinator and provide improvement plan if any. 27. Provide resolution of on-going quality issue in consultation with discipline engineer. QUALIFICATIONS AND COMPETENCIES 1. Requires degree or equivalent and professional registration in Mechanical Engineering or Metallurgical/Materials Engineering, or a related field covering both disciplines. 2. Professional memberships (e.g., MNSE, MNIMech, MNATE, COREN) are an advantage. 3. Minimum of 12 years of experience in quality control inspection, with hands-on inspection experience in piping, mechanical static, welding and NDT activities, preferably in the Oil and Gas industry. 4. Prior work in a construction yard with contractor teams is essential. 5. Welding Inspection Certification: CSWIP 3.1 or AWS CWI. 6. ASNT Level II certification in basic NDE methods (e.g., RT, UT, MT, PT). 7. Have competency in the use and assessment of Safety Management System and procedures. 8. Familiar with the Flawless Project Delivery and Flawless Surveillance Program. 9. Have knowledge of industrial codes and standards (AWS, ASTM, ASME, API, ISO, NEC, NACE etc.). 10. Able to read and understand Drawings 11. Understand Project Completion System and able to use it 12. Able to issue and follow up Non-Conformance Reports 13. Able to review and approve Supplier’s/Contractor’s Quality Plans 14. Able to develop, review and approve Supplier’s/Contractor’s ITPs and Quality Procedures 15. Have knowledge of ISO (or API Q1) quality audit program and able to participate, perform and lead Quality Audits 16. Able to provide oversight, mentorship and supervision of the inspectors 17. Able to understand and interpret the commonly used standards, codes, and industry practices within a particular discipline 18. Able to interface with other disciplines at the various stages 19. Able to identify materials that are sub-standard and that do not meet the requirements of the job specification (rogue and counterfeit items). 20. Familiar with HFE requirement (Maintenance, Valve, Field Run etc.). 21. Able to review and interpret quality records and determine associated compliance with requirements (Performance data, test record, inspection record, MTR and other quality data and documents). 22. Familiar with regulatory requirement (DOT, USCG, NMA, CSA, etc.) and classification rule (ABS, LR, DNV, BV etc.) 23. Have knowledge of calibration of equipment and measuring requirements. 24. Familiar with Equipment Preservation Requirements and its position in the integrated preservation process. This includes preservation and safe shipment of products/materials. 25. Familiar with Company requirements for heavy lifting, road transportation and dropped objects. 26. Have knowledge of the basics for planning and scheduling 27. Have knowledge of basic troubleshooting. 28. Have knowledge and experience with gauge control, calibration and gauging requirements and techniques. 29. Have knowledge of materials testing of welds and joints (Chemical and Mechanical). 34. Knowledge of dissimilar welds. 35. Have knowledge of NDT techniques (RT, UT, MT, PT, PMI, FT and etc.) including evaluation methods. 36. Have knowledge of Pre-Heating, PWHT and Hardness measurement. 37. Have knowledge of base metal, especially, exotic material. 38. Able to review weld map, NDE report, PWHT report etc. and its tracking mechanism. 39. Have knowledge of welding consumable and its storage and handling requirements. 40. Able to record in-process welding parameters and interpret. 41. Familiar with equipment assembly and disassembly techniques (rotor assembly, stationary part assembly, clearances and tolerance acceptance requirements, etc. 61. Familiar with Equipment Installation Practices. (Specifically, this means knowledge of API Recommended Practice RP686.) 62. Understanding of condition monitoring techniques (vibration diagnostics, temperature monitoring, etc.) which could be used on the test stand during FAT (Factory Acceptance Testing) and/or SAT (String Acceptance Testing). 63. Knowledge of corrosion testing to NACE, API and ISO requirements. 70. Able to discern between different grades, metallics (steel-types and alloys) and non-metallic materials. 71. Have knowledge in manufacturing of non-metallics, testing, inspection and material test report review. Such as polymers, elastomers, ceramics and sintered materials. 72. Exhibit a courteous and professional attitude towards the Project Group and vendors or contractors showing enthusiasm and dedication. 82. Practice a conscientious teamwork effort towards the functions of the company. 83. Have a minimum Visual Acuity Corrected to 20/40.
